The single size is M: chest girth 15.7 to 17.3 inches, back length 11 to 12.6 inches. Measure chest behind the front legs and back from neck base to tail base, pet standing. No stretch, so above that chest range it will be tight. See our sizing guide for clothes.

A little under 15.7 inches and they will be roomy but wearable for a short outing. Over 17.3 inches, we would not order this one, because the fabric does not stretch and a tight chest cannot be fixed.
Yes, once used to the feel. Check that the leg openings sit at the shoulder without rubbing and the back hem ends near the tail base. Try a short indoor session first, and take them off before your dog gets restless.
Some will, most not for long. Our cats Ai and Dudu manage a few minutes in a sweater before wriggling out, and leg openings are a bigger ask. If your cat already likes clothes, try it for a photo.
